Should A Special Prosecutor Be Called To Check Into Bush War Crimes?

The other day a bi-partisan panel said that they had found that it was the Bush administration policies, via Rumsfeld, who were responsible for the torturing of detainess at the hands of American troops. Should a special investigation be held to find out where the buck stops?
