Is it true that because i sent out to may e-mails i rec. a notice of UNUSAL ACTIVITY AND WAS PENALIZED 10DAYS?

after 48 hrs past june 22nd i still had that caption thanks to a great tech he resoved the problem i just can use 5 e-mails at a time instead of stayin for lets say 25 e-mails why is that
